I'm not sure from what he wrote to Premier Park in response to the PCN if the exact words he used definitely do imply that it was a response as driver. It probably has been taken as such by PP because of the wording used in the 3rd option in their rejection letter.

No the wording is standard, however I'm sorry to likely assume that someone of the older generation probably appealed saying 'I did this' as they would write honestly, thinking it was a real appeal service. So in my experience, this person said/gave away that he was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The PPC might come back saying "we are sorry but your payment was received after the discount period you owe us more money"
And that happens more times than you would think, the PPc will have him labelled as a mug who is open to be easily milked for more.
There have been a few posts on here along the lines of "I paid the fine now they want more H-E-L-P"From the Plain Language Commission:

I have actually met him and he is not a foolish person.
I think a single foolish act, in your opinion, is probably what you really mean.
I hope people will understand I have not given his reasons for deciding in the end to pay, as I don't think it's my place to on a public forum. I'm only acting as an assistant for someone who does not use the internet.0 -
I understand when a motorist who has contravened a PPC's t&cs deciding "Fair cop Guv" and paying up.
I can never understand someone who is completely innocent rolling over at this stage.
I suspect something may be missing from this story - not from the OP but possibly the driver.0
