Could a parking ticket machine print wrong RM?

Hi

I'm going to be helping a retired chap tomorrow who has received a PCN (NTK) from a PPC, and will if nothing else point him towards the Newbies sticky. :)

His defence as he sees it, is that the ticket in his possession, was paid for but it has another car's RM on it!

So is this even possible?

Could the machine somehow go wrong and print another RM, from the last user perhaps, ignoring what he punched in? Has such a thing ever happened before?

He seems convinced he has the ticket for which he paid.

Another possible explanation for the ticket in his possession is that he told me he assisted someone else to use the ticket machine. So I suppose it's feasible that somehow he ended up with their ticket and they had his. However, that would mean his RM should be in the ticket machine/ANPR system so there would be nothing to give rise to a PCN.

Only other thing I can think of is as in the last paragraph, except that when he paid for his ticket, he made a mistake in punching in the correct RM and this has caused the PCN.

    those machines are prone to failure (as are human beings)

    point him at parking pranksters blogs where he mentions this in various blogs , and mentions it comes up in courts like STIOCKPORT COURT due to Excel being a par@site at the infamous PEEL CENTRE, where they regularly have "issues"

    Which parking firm, maybe Premier Parking Solutions or Excel? They both have 'issues' with crap machines, as do ParkingEye and Smart, sometimes. Make sure he knows NOT to appeal as driver!

    Turns out he has already written to them and has received a rejection letter. Quote:


    "You have now reached the end of our internal appeals procedure"


    Three choices, Pay, appeal to POPLA (verification code given) or take no action and they go to Debt Recovery.

    Could it be that the previous motorist forgot to pick up their ticket and your chap picked it up from the m/c in error?

    What about the times on the ticket? are they when he parked and how much he paid for?

    Also, was the NtK delivered within 15 days of contravention?

    Need some time to look at Coupon-mad's links but noticed people are online so just saying a further thanks for responses.

    Also wanted to just ask before saying too much, seeing as this is a public forum and so it's possible PPC's are reading this too, is there anything I shouldn't be revealing here? (It's why in first post I just said a PPC rather than naming specifically, which I have now done in last post)

    When I sat with the chap today the way he described the machine working was that it fed the ticket out to be directly taken by hand, rather than feeding the ticket into any kind of box for it to be retrieved from. So I think it's unlikely he's picked up the previous motorist's ticket.

    The issue time on the ticket is 4 minutes after the entry time on the PCN which he thinks is probably about how long it took to park and get to the machine and pay. He says the exit time on the PCN is about right too. The time he actually paid for would have allowed him to stay a lot longer.
    The reason stated for issue of the PCN is "Failure to Pay for the Duration of Stay". He certainly paid for longer than he stayed but I suppose as far as they are concerned, they mean he didn't pay at all.

    The PCN was delivered within 15 days of contravention. I did use the term NTK in my original post incorrectly perhaps, as it is not actually written on the PCN, so I don't know if that matters at all.

    Ended up contacting parking prankster myself after looking at his blogs as you suggested. He thinks, the most probable cause in this case, if it's a Metric parking machine (the chap I'm helping is going back to check) is

    "It has been identified that if a previous motorist gave up when purchasing a ticket, their registration may remain in the system and corrupt any new registration entered".

    generally speaking , they dont "say" NTK, but NTK means Notice To Keeper , which is a postal Notice To the Keeper after the PPC has obtained their details from the DVLA

    so if they had a postal Notice , through the post , To the Keeper , as Keeper, they received an "NTK" , period - so whatever the PPC call it (usually its pcn or Parking Charge Notice - because they cannot call in a Penalty , or a FINE , and they definitely dont want to call it what it actualls is , AN INVOICE) , its an NTK
