I have just found an article from 2013. Where West norfolk council backed down on the car registration meter system during winter months because of poor lighting and people inputting the wrong registration number..
Would this apply to myself if the appeal fails?
You could refer to the article in your PoPLA appeal, but you aren't at that stage. The scammers won't be interested in anything you say in the first stage appeal. They just want your money.

I have sent my first stage letter to highview parking. This was sent on the 8th...and it was a signed for letter... just to cover myself... unfortunately I haven't had a reply as yet and I have received another reminder notice today . Do I send another letter or do I leave it..as I have proof of postage on the first one?0

leave it , HIGHVIEW have 35 days to consider their response (its in the BPA CoP)
14 days to acknowledge and 35 days for a decision (which isnt enforced anyway)0 -

Send a copy online - no idea why it was posted, the advice is not to send Recorded. We do not say to post a letter because PPCs can pretend it never arrived and because they are not worthy of a stamp.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

sending the appeal as "signed for" to cover yourself, does not "cover yourself" if they refuse to sign for it , that way they can pretend it never arrived, or refuse to sign and then you cannot prove it was "delivered"
and you wasted your money too
it should have been done online
but if you really did want to send it by post, the correct method is to get a FREE CERTIFICATE OF POSTING from the PO COUNTER and send 1st class , this is what "covers yourself" as it is deemed DELIVERED 2 days later
at no time did we advise you or anyone else to send it "signed for"

Just received a charge notice from highview parking for their client the broad centre Sutton in ashfield.
Apparently they do not have evidence of sufficient parking payment on the 9/01.
I actually recall the date in question and did pay the £1 Parking fee. BUT...The parking meter does not have a light on and I believe I keyed in the wrong registration number. I wasn't alone, another guy had the same problem. The keypad doesn't even glow up...
Do I ignore the letter or do I respond...??
Any help would be wonderful.

I only post as it's the same car park and company that are trying to scam me at present. I have a thread running here in this section.
I'm now getting letters from a debt recovery company, well you can't blame them for trying:rotfl::rotfl:
Just a word of advice, when they replied to me after I sent in an online appeal form they said they would reply to me within the accepted time frame. I was therefore waiting for the appeal result to come through the letter box.
They never actually wrote, they sent an email, or rather they claim they did but not following my mail box too closely I never received it, or if I did I deleted it without opening it.
I even called them by phone to ask why I hadn't heard anything, they said they were experiencing high volumes of appeals:T:T,and it could take longer than the allotted time.
What I didn't know was that they had already dismissed my appeal by email and I was now outside the time when I could sent in a 2nd stage/POPLA appeal as advised by the good people here.
I'm prepared to take them to court for their noncompliance alone, but just keep a close eye on your emails and tell them nothing, simply follow the 2 appeal process.
I think someone said to me as a result of a freedom of information request it was known that HP had put 30,000 case to the dept collection agencies, not 1 case had proceeded to court, to quote words said to me "Highview only send letters/threats".
Just to add, their online appeal form is designed to get you to place automatically rejectable appeals plus you can only add scans as evidence, I wanted to send a number of photos as evidence but their system rejects JPEG images and I hadn't a clue how to convert them.I like the thanks button, but ,please, an I agree button.

I have reviewed a "legal action pending" notice from highview parking today.
I have had no response regarding my letter sent on the 8th of February. It was sent with royal mail "signed for" so I have proof of postage.
Any ideas to my response (if any) to highview. Do I chase via another letter or call??
Feeling very agitated now.

I haven't called and I have read the thread.
But a "legal action pending" notice isn't a great thing to happen when presently going through plenty of personal family problems... just desperate for good solid advice at this stage.0
