Letter from Lowell Portfolio

I've recently been sent ccj from lowell portfolio which doesn't state what the moneys owed for and only debt Ive had with a phone company was ten years ago nothing from them till other week these lot send me letter0

Lowell haven't sent you a CCJ ... they've either sent you a debt collection letter, or they're seeking to enforce a CCJ which has been filed against you. Check with various credit reference agencies (e.g. Experian, Credit Karma) to see if there's actually a CCJ registered.
If the letter does not refer to a court claim then it's a speculative notice hoping to scare you into paying. And if your only debt was 10 years ago then it would be statute-barred anyway for a claim. (If there's a default claim filed because you didn't receive the court papers then you could get this set aside easily, and your defence would be that the claim has no merit because the claimant has left it too late to file a claim).0
