Third party website phone contract

I've found a phone deal with EE from a third party phone company. It's for an iPhone 7. I noticed in the information it says phone will be locked to first sim that is inserted.

Does this mean locked to the phone provider sim (ee) or locked to my sim once I put it in? I'm confused. Is this to stop it from being sold on?

    its a money making racket, you can pay to get it unlocked, Its because you are effectively borrowing from them to pay it off

    Sounds like the 3rd party is related to CPW (they lock iPhone to the first SIM inserted).

    If you bought iPhone directly from EE in their Terms and Conditions they 'own' the handset for the first six months of the minimum term but as pointed out above you can pay to get it unlocked.

    Presumably it means, and to be clear it should say, "Phone will be locked to the network of the first SIM that is inserted."

    Unless there is now a method, or indeed racket, of locking an iPhone to an individual SIM card..?
