Hi all,

I use this shopping centre regularly and I have never had an issue. The driver of this vehicle went to the Peel Centre and 17 days later after the visit I have received the Notice To Keep (I thought it had to be within 14 days, is that wrong?).
Is there any way out of this? The driver has previously paid for parking there without putting in the registration plate number at all, and they dropped the case, but in this case the isn't anything to go on other than to try and make the same claim that they didn't put in the registration?

I have spent 2 hours reading other threads but nothing talks about not having paid a ticket - i fully understand if there's nothing to be done, but I have had so many friends and family had appalling treatment by this company and I'm really reluctant to pay the £60 fine on behalf of the driver (Goes up to £100 after 02/02/2017).
Any help against these guys would be great!
All the best

What actually happened won't make a great deal of difference to Excel and an IAS appeal is more of a way of just ticking the boxes to get a "decision" that stands little chance of holding-up in court. Ignoring excel without an IAS "resolution" is not a particularly good idea.

Start by having a good read of the Newbies Sticky at the top of this forum and follow the procedure to get yourself an IAS appeal together.

I would have thought 'once bitten, twice shy'. You've taken a chance knowing that they use anpr and come unstuck.
You are correct that the ntk should be delivered within 14 day, but that is if the ppc wants to use 'keeper liability'. Excel don't seem to bother about that.
They do issue court proceedings, so if it comes to that, you will need to read up on well used defences found on the forum.

I have spent 2 hours reading other threads but nothing talks about not having paid a ticket .

That's because the NEWBIES thread tells you, the details do not matter.

Far more important that you understand:

    - no appeal will work with an IPC firm (no chance) but we are not saying to pay - and there is a challenge to send (NOT implying the driver)

    - do NOT give away who was driving

    - never phone the parking firm

    - ignore debt collector threatograms

    - don't ignore a small claim/ BW Legal daft letter...tons on here about them!

    - The Peel Centre do cancel PCNs if customers complain so email a.jolley@peel.co.uk

covered umpteen times! DO NOT line the pockets of Simon Renshaw-Smith 'Captain Clampit' (now very rich) ! :)
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Why on earth do you, your family and friends continue to shop in the Peel Centre, it has one of the worst reputations in England when it comes to aggressive parking tactics.

Go through the EXCEL and IAS appeal but it will probably be to no avail. It says you tried.

So, you are known to excel already and they probably hold your data.

You should ask the DVLA WHAT DATE Excel applied to the DVLA for your info regarding this particular ticket and see what reply you get
  • Thank you for a quick response! I have given the manager of Peel Centre a reply and we'll see what he says back.
And I'm sorry I didn't read the full NEWBIE forum, I simply thought a thread would be quicker as I ran out of time to continue reading, despite my best efforts! haha.
Thanks again, I'll post back when I have a reply
