    Rubidium - My new supplier is Scottish power I took on the cheapest tariff i could find on the market for E7 ( Online Fixed Saver December 2017 v2 ) . So that's not the issue.

    I will have a look for the immersion timer heaters online , would i need an electrician to install it or i could google the way to do it my self?

    While there's no legal requirement to be formally qualified to do your own electrical work (only if you're charging someone else), unless you're certain you know what you're doing I wouldn't recommend it for your own property.

    Since you're renting though, you don't own it. Get the Landlady's written permission to get an electrician to fit it.

    Which part of the UK do you live in?
    I doubt the landlord is legally required to provide correctly configured E7 DHW wiring.
