Parking Eye Charge Notice

I'm looking for some advice on a Parking Charge Notice i have received from Parking Eye. I have had a read through the Newbies thread but this is my first PCN and I'm very easily confused with this kind of stuff and it's stressing me out as I don't know what to do.
I parked in a PE car park on a Sunday night with my boyfriend for 2 hours 27 mins whilst we were at the cinema. We have parked here several times before and never had this notice before (we assumed, probably naively, that it was free for the first few hours as this has never happened).
The letter was sent to my mum, who owns the car - I am simply a named driver, and it doesn't specifically state what I am being charged for. All it says is i entered at 20:20 and departed at 22:47, so i have no clue whether i should have paid from the outset or had overstayed the free allotted time.
As it was a dark January night, the signs going into the car park were unclear, even the photos they have supplied of my car entering and leaving the car park are unrecognisable.The pictures are literally entirely black apart from the number plate and headlights.
Another point I am unsure about is, I understand, that the laws are different in England and Scotland. I live in Scotland but the car park we were in is in Carlisle, England. I am not sure whether this means I can just ignore the threatening letters as there is no appeals process or not.
A few of our friends have also been threatened by PE after parking in Carlisle but have ignored the letters and eventually they have stopped.
Any advice would be appreciated.

if your mum is the RK of the vehicle , you are not being "charged" with anything
and there is no POFA2012 keeper liability in Scotland , so she cannot be held liable
if SHE actually does anything at all, its that she uses the blue text appeal template on the PE website , unaltered , and chooses keeper in the dropdown menu (not driver)
you are not meant to do anything at all , as she is the one who received the letter in her name

sorry I'm really confused here. are you suggesting that we should appeal this or that we shouldn't do anything at all?
I know that it is my mums car therefore the letters will go to her, but it is my responsibility as I was the one driving0 -

as the owner of the car is resident on scotish soil ignore the letters
does the letter (ntk) make any referance to POFa2012 , or does it look like a full paragraph has been left off the page?0 -
what your MUM does or does not do depends on the questions you are being asked
at the moment , despite what you think or what your mum is telling you , you have nothing to do with this , because the legal letters are in her name as KEEPER , so at the moment , its her responsibility, same as the road tax , the insurance , and the MOT if there is one
the statute for legal action in Scotland is 5 years
by all means do the research for your mum , but its your mum in the firing line for the time being , but being in Scotland is a factor here
does the NTK have that (english law) POFA2012 paragraph described in the NEWBIES sticky thread ?? or not (is there a blank space where they removed it) ??
this is not a simple topic , as you have found out , but laws are different in Scotland0 -
this is the english NTK , note the big paragraph stating "if after 28 days ,,,,para 9 (2) POFA" etc etc , if you are in scotland that will be missing , as they cannot pass liability onto the owner
unless you mum names you , they are stuffed , DO NOT write or communicate with them0 -

This is exactly the same as I have, paragraph for paragraph, nothing is missing. Should we still just ignore it?0 -
yours mentions POFA2012? and was posted to an address in scotland?
frame it , it is rare and could hurt PE a lot

Yes, they have included the POFA2012 paragraph. No blank spaces, I think that is what is confusing me as that law does not apply in Scotland.0
