When did she buy the clothes? It's now 29 days since Christmas. If RI only offer a 28 day return policy, it might be that outside this period they just refund the current price of the items.
This is what happens at other places I have worked, as the tills don't retain information past the returns process, so they cannot verify price paid (even if the receipt says it - they can't prove it's a valid receipt), and so they offer the current selling price.
The only time this wouldn't be OK is if you're still within the returns period advertised by RI, but there's a real chance that you're not.

They offer a 1 month return policy, not a 28 day return policy. e.g. Dec 28th to Jan 28th.
