Chance of being accepted for Amex upgrade to Platinum?

My statement date is the 24th so I was lucky in that they refunded the PRG card fee just before and will add the Platinum fee to my Feb statement. I guess typically they'd be on the same statement.

No. That hasn't arrived yet. I saw a few articles suggesting it's normally pretty quick, though.
