Plenty of diagnostic techniques have been offered by numerous posters on this thread.
It is only your suggestion of flattening the machine before these are carried out that is ludicrous0 -

The OP stated - read again carefully - that he didnt want to do a fresh install..
He didnt ask for the fastest route to a resolution, you are defending your pointless suggestion with more pointless arguements.

Well, if it was me, the first thing I would do would be to back up my data then uninstall programs that were easy to reinstall to see if this made any difference.the floor is yours again, get helping the op, vents checked, what next.
If that didn't work then I might consider a fresh windows installation but it certainly wouldn't be my first option and it's not something that I would advise anyone to do as a first step for something that may be a very easy fix.
Assuming that the OP has all the necessary installation discs they may still have to spend a while updating the installation and as most sensible people know, there can be problems encountered when installing large programs.
As George Michael asked (and you seem to have ignored), how do you know that the problem isn't being caused by something that the OP will have to reinstall back on to their computer?0 -

Hi was your ssd installed recently? with you having 7 installed ?
Reason I say this is because your processor may be old and other components, your ssd may "bottleneck" the system?0 -
Sounds like you either:
a) engaged the services of someone who knew what they were doing; or
b) engaged the services of someone who knew how to justify their time.
(a) most definitely (it's his job);
(b) charged me buttons (friend of a friend)!
I usually don't seem to know the right people, but this time I struck lucky
