    You must insure and tax your vehicle if you don’t have a SORN. If you don’t, you’ll automatically be fined £80 for not having a SORN.

    The gov.uk just gives general advice, and often, as in this case, not that accurate and should not be relied on without reference to the relevant legislation.
    The offence would be, unless the vehicle is exempt, keeping an unlicensed/uninsured vehicle.
    One of the exemptions is if the vehicle is SORN - s.29, Vehicles Excise & Registration Act 1994, as amended by sch.45, Finance Act 2008 and/or s.144A, Road Traffic Act 1988.



    And the penalty may be more than the offer of an £80 Fixed Penalty.

    At present the registered keeper (deceased) / his estate / the executor of the estate is responsible. I would be tempted to get the executor to fill in the V5, sign as executor and send it off, new keeper SORN with new keeper slip. I very much doubt DVLA will chase a deceased persons estate.

    Assuming that the executor hadn't already arranged for it to be signed over to the deceased's granddaughter.
