I did not say in the appeal whether i was the keeper or driver of the vehicle. I stated that I received a fine on my vehicle which I wish to be cancelled. I guess that makes me the keeper of the vehicle ?

OK so you can use plenty of the templates in the POPLA appeal examples as linked in post #3 of the NEWBIES thread.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Is your PoPLA code still valid? Have you told anyone who was driving?
You never know how far you can go until you go too far.

You have done so when posting in this thread! And they have referred to you being the driver in detail in their rejection of your appeal - how did they reach that conclusion?

You need to edit out any references in your posts as to who was driving - unless they really already know!

I also had one of these rejected. I rented a flat with an allocated parking bay plus parking permit which you stuck to the front windscreen. The day I was moving out (11.11.16) using a rented van from Enterprise, I parked in my bay with the van - been coming & going during the day with same procedure, at 21.15 that night got a PCN from TCP parking who 'do' the car park as there have been lots of problems with people parking in wrong spaces etc. I didn't have the parking permit stuck to the windscreen as it was in my own car & is incredibly difficult to peel off. Appealed on 17.11.16 within the 14 working day window that they asked for. Got a response today 18.01.17 (which i calculate is 43 working days) saying that they rejected my appeal and to pay the full amount of £100.
Is there a reasonable response time for them to repsond to my appeal. It says 21 days on their ticket. Can I tell them to shove off after two months??
