    It's bloody unreasonable. The Driver parked outside the bay as they were with a baby and child so had to leave space from drivers side, although there was no parking space from passengers side as its a corner parking area. marked in yellow.
    There is definitely something wrong with all those companies. Rules vs Real life situation. ()why they not using common sense?

    Any suggestions what to do - appeal/ignore/pay.

    Why would you think about or ignoring or paying? Haven't you read the NEWBIES thread yet that tells you what to do?

    The NTK is too late if ANPR was used, and too early if a NTD was given for liability to be transferred to the keeper.

    The [STRIKE]idiots[/STRIKE] employees at the DVLA have said the notice left on the windscreen doesn't count as a NTD so it's alright then. *confused*
    I wonder if they are thinking that because it doesn't say any of the things a NTD is supposed to say, they consider it to be a warning of impending NTK.

    Neither they nor the PPC seem to understand the definitions of the POFA 2012 which is quite clear about NTDs. If it is handed to the driver, or stuck on the car whilst stationary, then it's a NTD. I mean, who else is it meant for if it isn't the driver? Who else is going to see it/react to it if it isn't the driver?

    You need to amend your post as I have done to remove information about who did what. Parking scammers read these fora.

    This is REALLY SIMPLE. As Fruitcake says, that NTK was served (and issued) too late if ANPR was used, and too early if a NTD was deemed given, for liability to be transferred to the keeper.

    This is to be appealed by the registered keeper and a follow up complaint email made to the DVLA, if VCS have stated on the NTK that they have the right to keeper liability. That's serious misinformation, and VCS' sister firm were banned by the DVLA in 2012 (for 3 months) for stating a keeper is liable when they cannot be.

    For the love of God don't blow this by appealing as driver about what happened, get it right. That's what the NEWBIES thread is for.

    Ok, Now I - Registered Keeper is outside 14 days (penalty discount term).
    And planning appeal.


    I did read NEWBIES thread and correct me if I wrong:
    --- Step1:
    Using drafted appeal template (posted by "Coupon-mad" on Newbies) have to form an appeal letter as RK.
    --- Step2:
    Appeal using their given website: myparkingcharge (as stated on the other side of the PCN/NTK section B) appeal process.
    --- Step3:
    Need to send complain to DVLA. Can anyone direct me to link

    P.S. I hope someone can do Personal message tutorial with any of local to MoneySavingExpert SuperUser (MSE SU) to assist me not to mess-up with dates and who is who.

    You don't need personal message help, no-one has time and this is simple. Yes, use the template and appeal as keeper.

    DVLA, no link needed.

    Email Mr Dunford to complain that VCS have issued a NTK saying you are liable as keeper, yet is was posted outside of 14 days (too late for a postal PCN to say the keeper is liable, which is a significant breach, to say a keeper is liable in law when the timing means they cannot be):

    The 14 days in question has nothing at ALL to do with the discount. It's about the NTK being posted too late to say a keeper is liable, hence why you appeal as keeper.

    RK trying to appeal but there is no freedom to select other.
    As I do remember drivers reason why driver parked this way,

    There is no such option for an appeal on their website.
    They have only certain criteria listed:
    Grouped as: (with 4-5 categories each not listed by me)
    - Valid Ticked
    - Contravention not occurred
    - Not owner
    - Stolen
    - PCN Paid
    - Disabled
    - Charge not received
    - Breakdown
    - Medical

    It is hard to choose correct one. I tend to select "I was not aware that I had incured a Charge Notice"
    And attach my appeal letter as per template. (with 1 point withdrawn)

    Was wondering is it worth mentioning that the driver was foreign national, who understood this paper glued to windscreen as a SCAM prank. When he mentioned about his day he called it a funny scam attempt.
    He did not bother to go on his NOKIA 3310 to web address to see more on this scam.
    Also I found
    hxxp -parkingcowboys couk website/ are they good in helping with PPC charges.

    Just choose 'Contravention not occurred' and don't mention the windscreen PCN or driver at all. You can state that the Notice to Keeper is wrongly stating the keeper is liable but the keeper cannot be held liable due to the date of service of the Notice, so you have made a formal complaint to the DVLA, about VCS saying registered keeper liability applies when it cannot.

    I cannot find where it states, that RK is being held liable. This paper means/implies that, although i can not find it writing to be able to quote.

    I did not made DVLA complaint yet. Although it was on my task list for today :)

    I am quite good at writing emails, although I am bad at complaints.
    Is there anything to request from him (like responce within XX days; to update me on their investigation )
    What details to provide etc.

    I searched this forum, and could not locate any template or instruction to do complaint.
    It's hard to follow instruction if you do not know where it can lead to.
    If I have to do it just for TICK BOX- then it's fine. But I do not want to make any more steps than needed and later find myself in a no return situation.
    (I am over explain generally, tend to see it as bad habbit in such situation- if that makes sence)

    Show us the NTK with your name/address, PCN and VRN covered.

    To show a link to a photo on tinypic or where-ever you host it, cover your name & address and the PCN/VRN numbers and then show us the URL: BROKEN, i.e. change http to hxxp.
