Credit Utilisation/Limit ratio question

Hi all, I had a search but couldn't find a specific answer amongst all the threads for the particular query.
I understand that your indebtedness and amount of credit you are using in relation to the amount of credit available is a significant factor in how you are viewed by lenders.
However, is this viewed on an account to account basis, or by an overall figure?
i.e
Let's say you have 3 cards, with a limit of £7k each. £21k limit.
If you were using £7k on Card A, £6k on Card B and £0k on Card C, your utilisation would be £13k used of a possible £21k
You'd therefore be maxed out on 1 card, extremely close to the limit on another, with the other empty. (Assuming that you'd stayed within limits of course, for the sake of the example)
Does this affect things more negatively than if you were to have the used credit split more evenly across all 3 cards?
£4k/£4.5k/£4.5k for example.
Do they look at '100% / 85% / 0%' or do they just look at ' 61% '?
Hope that makes sense.

On a general level, looking across the averages tends to be more common in my experience. But bear in mind that not all accounts may appear with any given CRA, so some may not be seen.
High utilisation on any given card would certainly be a bigger factor for that particular lender.0
