Definitely not that as I don't have either installed
EDIT: could that be my problem? should I install them? however this doesn't answer why the PC worked before the windows update.

Probably reinstalling the OS is your best bet OP.
I have had issues with my Dell too after the Anniversary update. Mine is touchscreen. Can't scroll with the touch pad or touch screen in Chrome only. Tried everything I saw online but nothing works so I simply scroll with the touch pad on the side bar.0 -

Is that the message you get ? ie "the connection has timed out"
Is this only when you visit httpS sites ?
And this is the same using any browser ?
