Strange Issue

Hi, from 2014 to mid 2016, I was a Vodafone customer. I then ended my contract and ported my number to Talkmobile. This was in July 2016. Everything was fine until October, when I suddenly was unable to make calls. I notified Talkmobile and they fixed the issue. A month later I got a text from Vodafone saying that I have not paid my bill. This was strange as I closed my account long ago. I called them and it turned out Vodafone had recycled my number instead of removing it from their database. My number had been issued to a new customer. This new customer does not pay their bill, understandably since they cannot use their SIM. However this causes me to be unable to use my SIM as Vodafone restricts the service, and Talkmobile works on Vodafone's network. I have talked to Talkmobile and they are unable to do anything as the number belongs to Vodafone. I talked to Vodafone about 6-8 times over the last 3 months and they say they will have it fixed within 5 working days but nothing ever happens.

What course of action should I take bearing in mind that I would prefer to keep my number?
