Because this is a robo-claim, like a badly-oiled machine, with no checks or facts looked at.
Did you notice that the 'contract' is an old 2014 one (running for 12 months initially) that only allows the PPC to issue a PCN to 'unauthorised' vehicles in a permit scheme car park?
Yet this was a P&D car park - so where is the updated, newer contract allowing PCNs for that?
And is that the landowner named on it? For £3, you can check the Land Registry for who owns that site.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
