Here's Top Gear's take on it. The Volvo is often mentioned as a left field option.

We waited until over a year after they had passed their tests before buying cars for our sons. They were 18 and 19 respectively when we bought the cars. that year of 'experience' made a difference to the premiums.
We bought slightly 'larger' vehicles, A Peugeot 307 1.6 and a Renault Megane 1.6 both petrol engines. The first year premiums were £950 for the Pug and £850 for the Renault. Making Mrs Shadow and me named drivers also brought a significant reduction. You can pick your friends and you can pick your nose but you can't pick your friend's nose.0 -
My Daughter (18) has a Honda Jazz, insured with Tesco Black Box for £1700, including telematics box and max 6000 miles per year.
Next year it will be much cheaper as long as she's careful and doesn't have an accident.Pants0 -
If I were starting out all over again I'd consider one of those brands that only a certain demographic seem to drive, like a Perodua... They're small, likely bulletproof (remakes of proven Japanese cars) and given the average driver I'd expect their premiums to be very sensible.0

Dont wait until they are 21... Premiums actually went up AFTER one of mine turned 21.
This was their first car/policy, I was shocked to see the prmium increase from 2 days before their birthday to the day after their birthday. And not just a small increase either.Censorship Reigns Supreme in Troll City...0 -
Just grab the most pensioner looking car you can find in autotrader for your £500 budget, and run some quotes. Probably a lot less than a "starter" car will cost, and she'll probably have a better car.
I'd wait until she's passed though, as it could take a while.0 -
My Millie had a Peugeot 107 as her first car, 1litre, cheap insurance and tax, lots to the gallon, pokey enough to overtake Beamers on a motorway (she said) still running well after 8 years. Also got a Nissan March in Thailand.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Also consider some of the deals like Peugeot have with their "Just add fuel" scheme. There are a few around from different manufacturers. Basic idea is one monthly bill for car including insurance tax etc.0

Thanks everyone, I've tried it all ways her own policy, me in the insurance aswell, hubby on insurance it makes no difference to the quotes coming out ford ka's are coming out at £1600 for an old one, we both have clean licences. I appreciate it will be cheaper while she is a learner but can't see the point in getting her a car that's cheap enough to insure while she's a learner but then becomes unaffordable once she's passed her test, esp as it's compulsory even if it's SORN.
I've seen the just add fuel options but I'm not keen on her having a brand new car as her first as I'd be worried to death she'd have a scrape in it as a new driver.
These quotes were all with telematics boxes too.
Will have a look at some different options, she isn't fixated on a particular make and model, she just wants a set of wheelsAug GC £63.23/£200, Total Savings £00 -

Milliemonster, despite some claims on this thread I don't know of a single person who's son or daughter wasn't paying in the £1600+ for year 1 of insurance, and everyone I know has been through it in the last few years. If you can get it under £1600 then you're doing really well, for any car.
Personally, when I added myself to my daughters premium it went down, when I added my wife it went back up. It's different depending on the company used, just keep playing with the quotes.
We also got hit by paying £700 up front but then monthly payments after that were more affordable. It's bl**dy criminal.Pants0
