    By the look of the pic the plants you mention that make it hard to see are IMO a good idea otherwise the traffic would be even closer to the builidings.

    I assume there is a low speed limit there

    I think that's the passing traffic maybe? Although that would be on the wrong side of the road.

    OP it's impossible to see the danger you envisage from that photo, can't you post a link to google maps?

    If the alleyway has been there for 50 or 100 years or even longer and there is no record of an accident then it will be very, very low priority. As the road is so narrow then it is hoped that vehicles would be travelling fairly slowly.

    It looks like the plant pots have been put there to protect the building from things like that rustbucket ;)
