CE fines

Hi,
About six month ago I've received 5 fines for parking at fairfield hostpial and they are all from CE (Civil enforcement). Most of them were like pickup someone who works there, whilst there is no phone converge inside hospital I had to go and walk for about 10 mins and come back.
And today after six month received a letter from them regarding the first fine I guess I lost count
threatening to take legal action and if a judgemental is obtained the option available for them are (any legal fees will be added):
A warrant of execution
Appoint court bailiff to attend to your property
Seize you vehicle or good
Apply for an attachment of earning
3rd part debt order
My questions:
1. Can I still appeal to POPLA : according to CE-service website we only can appeal within 14 days of receiving the fine.
2. any recommendation what to do I feel lost

No you can't appeal now, which is a shame because these are soooo easy to beat at POPLA, literally two template appeals each one by email and you would have seen them fold every time.
Never mind, the registered keeper can defend this and at this stage it is only a threat, a LBCCC. Search the forum board for the words 'CEL LBCCC' and 'CEL claim' to see what to send by way of response at this stage. Not a defence, yet.
But you will need one as this is likely to result in a claim. that's good, it means the whole thing will not be hanging over your head and you could not be in a better place than here for advice. We have never seen a CEL defence lost and we helped with loads in 2016, which you will find when you search those terms I suggested and sit down and read the results.

I think that you are a little late for a popla appeal - as you say, they required you to appeal within 14 days.
By the sound of it you are at the 'debt recovery stage' which isn't as bad as it sounds. To understand where you are in the scenario please go to the 'Newbies' thread at the top of the opening page. This will help explain what to do - if anything !0 -

Firstly, the alleged debt is disputed and any proceedings will be vigorously defended.
Secondly, this letter does not seem to be fully compliant with the Practice Direction and appears to be deliberately misleading to the recipient.
Please therefore provide a Letter Before Claim which complies with the requirements of Annex A Para 2 of the Practice Direction on Pre-action Conduct:

I confirm that I shall then seek advice and submit a formal Response within 30 days of receipt.
Please ensure that someone does actually read and respond to this letter, providing the specific information relating to the proceeding that your company intends to make against myself as the defendant to the proposed legal proceedings. presumably the origional tickets were issued by ANPR method , did you get 5 letters within 14 days of each "offence"Save a Rachael

It wasn't ANPR, they were windscreen yellow tickets. I got one or two within 14 days.0

if you got the first ticket ,why did you park 2nd , 3rd 4th and 5th time , when you knew there was a problem after seeing the first ticket?

The tickets were in different places on the same site i.e. different locations. The story behind it is that the hospital is very big and by the time you get cash and change it to coins and return to the car a ticket would have been issued. My partner works at the hospital and there are times when she can't leave her job due to emergencies. We were told to ignore any tickets and letters. The last letter was only about one of the tickets and not all of them.0
