NTC Parking Charge Notice - advice please

Hello to all
The keeper returned to thecar today to find a Parking charge notice on the drivers door window and is looking for some advice ...
The keeper parked outside some shops where there are signs displayed by Norwich Traffic control (NTC), the signs say 'these parking spaces are for the use of customers whilst using this parade of shops 1 hour maximum stay ... parking outside of this regulation will result in the driver agreeing to paying a parking charge of £100 reduced to £60 if paid within 14 days'. The keeper went in to 1 of the shops and made a purchase, The keeper then went off to somewhere across the road and returned approx. 1 hour later to find a PCN on the car.
A few problems with the ticket; firstly it was written only 30 mins after arrival, secondly it does not state when the car was first seen (just a says n/a) and thirdly it lists the car as being silver when it is in fact light blue. According to the ticket the reason for issue is parking in a restricted area. Unfortunately The keeper did not get a receipt from the shop visited although if there is cctv then they would be on it.
The keeper has checked and the NTC is listed with the IPC. The keeper Is unsure of what to do and doesn't want to be lumbered with hefty fines and feels the charge is unfair. Appeal or pay? The ticket says that appeals should be received within 21 days.
Any advice is gratefully received

its a civil matter so nobody will be "fined" and there are no "regulations" , just rules dreamt up by NTC
you have a speculative invoice , nothing more
read the IPC advice in the NEWBIES sticky thread and send the IPC temp;ate to the PPC , around DAY 19
if they fail to cancel , you IGNORE for 6 years unless they try a court case (an MCOL from Northampton)
and DO NOT REVEAL WHO WAS DRIVING - NO ADMISSIONS AT ALL0 -

Do as advised by Redx. Do not mention who was driving.
In addition, edit your post to remove details about who did what. Parking scammers read these fora, so only mention The Driver and The Keeper who are two different people as far as we are concerned. Also remove the precise times that will identify this alleged incident.I married my cousin. Forget all that, they are scammers not officials as stated before.
The tame parking Muppet or even self ticketer would have been hiding waiting for the driver to leave site, then slapped the charge on and notched up another commission point on their list.
Who do you think will trawl through CCTV records for you, if they still exist ,when no crime has been committed?

Why do people think that anyone is going to spend (potentially) hours fast forwarding, pausing, rewinding and squinting at grainy CCTV images looking for them? Reality check!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

it is thought that they deliberately put false or incorrect information on these tickets in order to provoke an immediate and angry reaction , that means they get the drivers details asap (for free) and that the drivers give away information best left unsaid

If you appeal to the PPC. and they reject it, you can, If you wish appeal to the highly partial adjudicators at the I.A.S., who will probably find for their pay masters. If they find against you ignore for six years, unless you receive a court claim.
IMO the latter is unlikely as a judge is likely to quickly sniff out their scam and find for you.
If you move house inform them as, if you do not, you might get a CCJ without knowing anything about it.You never know how far you can go until you go too far.0 -
It's all quite stressful. They're such horrid people. Just bullies and I hate to think of more vulnerable people out there who just cave in to these awful people.0

It's the possibility of court that really worries the keeper who is a squeaky clean individual0
