Re:Council parking fine no nothing but confusion created`

Hi all,
I happened to get a parking fine in my partners car. The original contravention on the PCN claimed "01- Parked in a restricted street during prescribed hours"
Moving on, Where i was parked was half in a 2hr no return box section and half on a single yellow line. The response letter i have received from them explains i was not allowed to park on a single yellow line and i must adhere to the timings shown. Unfortunately the only signboard there was one applicable to HGV and Bus & Coaches. I have since written back to them and they have not responded.
The problem.. We have since moved home and despite sending three letters to them, they still keep corresponding to our old address which we no longer have any access to. I then decided to get my partner to write a letter on her behalf and send that over to them. Still no response.
My partner then decided to somehow get into contact with them via phone. The oblivious lady on the phone tells my partner " we are only obliged to send correspondence to the address we initially send to, despite you moving home. It's not our problem" :mad:
Please can anyone shed some light onto this matter. It's causing nothing but misery and chaos to us.
We haven't received no notification of rejection, but have now received a charge certificate and most recently, Order for recover of unpaid penalty charge (parking)
