    would be that ALL flights within the EU (intra-Community) would come under (a) or (b), so the maximum compensation for an EU to EU flight of more than 1500 km would be EUR 400 regardless of distance.

    Yes - good point. Forgetting that the 600 euros doesn't apply to intra-EU flights (Cyprus definitely in the EU!). So no wriggle room at all - definitely maximum payout of 400 euro.
