Council Parking Ticket

Hi All,
Thanks for your help in the forum.
I have received a parking ticket by council as I parked on a double yellow line. I couldn't get anywhere else to park and thought I would move the car the first thing in the morning. But got a ticket early in the morning at 7.14am on Christmas Eve day.
The double yellow line was introduced 6 months back due to a construction work at the end of the road. The newsletter in which this was published also mentioned that the restriction will be removed after the construction work is completed. The construction work completed long time back but the restriction wasn't lifted.
I appealed to the council on that basis but my appeal was rejected.
Do you think I have sufficient ground to make a representative against the Notice to Owner? If I do so and loose then I would have to pay the full amount not the discount amount.

This forum deals mainly with private parking tickets.
Please register with https://www.pepipoo.com, they are the experts with council tickets.
Do not use a hotmail email address to sign up, pepipoo doesn't recognise them for some reason.
You should also post both sides of the PCN suitably redacted. You can use a hosting site such as tinypic.com.

You should still have the opportunity to pay the discounted amount if you have had your appeal rejected providing you lodged the appeal within the initial discounted period.

If the newsletter emanated from the local neighbourhood group or something, contact that person and ask if they got anything in writing from the Council saying that the DYL were temporary.
Also email the Council, or go in person to the main Council offices, and ask for a copy of the temporary Traffic Order relating to that exact double yellow. DO THAT NOW. They have to release a copy of Orders free of charge (or at nominal photocopying cost) to any interested party.
DO NOT ASK 'UNDER FOI' JUST ASK FOR IT, PHRASING THE REQUEST NORMALLY, AS IT IS YOUR RIGHT TO SEE IT.
You can only be in contravention of a valid Order. Absent that, the lines are merely a pattern on the tarmac.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks all, I have requested the copy of the Traffic Order from the council (London Borough of Waltham Forest) online using their FOI form.
The newsletter was produced from the council itself and says
"The Order will come into operation on Monday 9th May 2016 and would be valid for a maximum period of 12 months or until the works are completed, whichever is the sooner."
Now with the above, how would I prove that the order has expired. I know the construction work at the site is completed but I don't have anything in writing for that.
I appealed to the council stating the newsletter but it was rejected without even considering my reason for appeal. I now have until the 23rd to pay the discounted amount.
Any ideas on how to prove that the Traffic Order is expired?0 -

Appeal again quoting the highlighted bit. Plus enclose a copy of the news letter.
The council will know what date the works were completed on but they (parking enforcement) obviously havn't checked with the relevant department to find out. I would simply go into the Council offices and ask for a copy of the Order.

The reason I said that was because FOI requests can take over a month and an Order is something that is in the public domain, available. NOT FOI.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I just raised a query on the WF council website and in the description I mentioned that under the FOI I would like the TRO.
I can try calling them tomorrow to see what they say. Otherwise I can pop in to one of their offices and ask, but not sure which office to go to as they have so many around.
Any help on that would be most welcomed.

I wrote to the Highway Admin of the borough about the TTO asking "I would like to know when this Temp Traffic Order will be lifted?" and got the following response.
Please see reply below from the traffic section, I hope this answers your query, if not please contact us again.
Although the construction works have been completed for the Hawkswood Centre site, for which this temporary TMO relates to, we have been informed that the demolition works phase for an old building on the site are now being carried out which require the temporary restriction to be in place. The restrictions will therefore be removed from site as soon as we have received confirmation that these demolition works have been completed.
