its not stuck turn the water off and flush the toilet to get rid of most of the water and undo it from underneath the cistern

An unlikely reason for the poor flow I know, but if you haven't done this yet, it would be worth checking that the isolation valve on the pipe going to the toilet is fully open (screw groove in line with pipe).
