Not that crucial damage? Laziness?0

Can I somehow persuade the seller to do MOT before I buy it or should I do it straight away after purchase?
He *should* get it MOT'd before you commit to buying it, and you'd want to see a clean pass (no advisories, especially for the pre-existing stuff).
It's got a weird pass, and for some reason he can't shift it, so have a very, very close look as to why that is.
I'd also ask him if he can explain the history (don't mention the exported part first, let him do the talking), and see if it sounds plausible.
If it does seem alright, then you should have the upper hand when it comes to the deal - you're in no rush to buy it and he'll be keen to get rid. Offer him something above trade value for it and then walk away until he calls you back.0 -
Some sites allow you to value cars which they will buy - some buy an car. They will give value of a pristine condition example and you can work out the profit that the dealer is making and ensure he fixes all the issues.
Websites like We Buy Any Car tell you how much they would pay for it. They aren't buying it - and you can't buy it from them. If they say the car is worth 50p - that doesn't help you as the seller isn't going to take 50p, and they aren't going to sell you one for 50p.Nothing I say represents any past, present or future employer.0
