It's probably just an hourly average use.
Don't know why they would provide hourly info anyway, can you get the 48 half hourly reading the meter takes, they should add up to the daily total.
As a second idea, are they then billing to estimates? No sane reason to with a smarft meter but I bet if the usage has considerably dropped recently then the DC might ignore the actual data and estimate. (given they are really not set up to deal with smart meters until we get a central data store so it's still using the non smart DC).0 -

Hourly information is provided because they are proposing to charge a variable hourly price, if they dont already do so. Actual usage reflects reasonably in the hourly information; ie switch something on and you can see it in the data.
Readings are supposedly not estimated.0
