car hire car del mar

we booked this summer (2016) and had some minor damage to vehicle. The car hire company (buchbinder) fixed this and debited our credit card accordingly
when we booked with car del mar we chose to pay extra for zero excess
but they have refused to refund the full repair bill, saying that some of the cost was for admin.
i have asked via email, phone and there onllne form what the admin related to , but they have either not answered or in the case of the telephone put the phone down on me when i asked to speak to a supervisor and when this was refused i asked for the name of there regulator!
the difference only came to around 57Euro (£50) but i wonder if this is something that they repeat every time there is a claim?
buchbinder kindly sent us a copy of the repair bill and none of this was for admin; it was for materials and labour
i did email what i thought was the german regulator but i never heard back , so presume it was the wrong one!
