Pregnant driver receives PNC from UKPS (NW) Ltd

I was looking for some help on a parking fine. I have read the thread in the newbies section. I am still not very clear what I should do (could blame baby brain for it not sinking in) and don't want to do the wrong thing as I'm a law abiding citizen

On 22nd September 2016 I got a parking charge notice from UKPS (NW) ltd when parking in a hospital car park that I volunteer at. I parked in a disabled bay and they issued the ticket for 'no valid disabled badge clearly on display'. I had parked in the disabled bay as I was 33 weeks pregnant and suffered badly with spondylotis. I had tried to park in 3 'normal bays' but the spaces were that narrow I couldn't open my door wide enough to get out of the car. So I parked in the disabled bay (with a valid paid parking ticket) with a note next to it saying 'heavily pregnant driver. Need the space to open my door to get out'. I went into the building and informed the receptionist that if security came in asking who's car it was that it was mine and to send them to me if they had an issue as I was clearly 'heavily pregnant'. Only when I returned to my car I had a ticket. I have photo evidence of the ticket on my car and the note etc.

I noticed people taking who owns the land. The hospital land is jointing owned. Leeds Teaching Hospitals NHS trust used to own all the land but now part of it has been sold to Homes and Community Agency (HCA) to build some houses. As far as I am aware it is Leeds Teaching Hospitals NHS Trust that has the contract with UKPS Ltd

I was advised by family to ignore and not send an appeal letter as this confirms my identity. So I haven't done anything.

In November I got a letter from TNC saying they were acting as debt collectors for UKPS and to pay. Again I ignored the letter as advised.

I have since moved house and just updated my details with the DVLA and they continue to send letters to my old address so should they be sent back with 'not at this address' on the front? Would they just get my new address from the DVLA?

I have now had two phone calls from them chasing the payment. The first phone call I answered. They asked me my name and I confirmed they were speaking to me. They then asked me to confirm my address, which at this point I refused as I didn't want to reveal my new address. I managed to terminate the call and refusing on a number of occassions to give them my details. The second call I ignored.

Just to clarify, so far at no point have I told them who the driver was.

So my question is, can I ignore them? I got confused with people saying them being part of the IPC and what that meant. Shall I send the letters back in the post?? And how did they get my phone number?

I do know that if they were to take me as far as court I was be protected for discrimination against a pregnant person. Especially as the medical condition I was suffering from was only during my time of being pregnant. It's hard enough to get disabled badges now a days let alone for 6 months of the pregnancy because you need to open the door wide to get out of the car safely without dislocating a hip.

With a week old baby, the phone calls and harassment is the last thing I need

If the answer seems simple and you think read the other threads, I have but I still remain confused and like I say this is the last thing I need so a little bit of advice would help to put my mind at ease

    You do need to inform them of your new address.


    (This will ensure you get any correspondence regarding a court claim - otherwise if they decide to take legal action you won't know about it, meaning they will win a default CCJ against you)


    Separately to ignoring everything but court documents, you should be complaining at the hospital to get the ticket cancelled

    how come they phoned you , if you have not replied to them , the DVLA do NOT release phone numbers

    you need to talk to the people that hired them , the hospital ?

    remind them of the equality act (is that right) and remind them that if court action is started , they will be drawn in

  • How would I tell them my new address? Do I answer the phone to them next time they call and go through the 'security process' of confirming my name and address etc?

    I will write a letter and contact the NHS trust stating my dissatisfaction of being harassed. And explain that yes although I parked in a disabled bay I had a valid reason to as on all other occasions when I have been to the hospital I have parked in a normal bay or managed to get an end bay where I could open my door wide. I had also purchased a parking ticket

    Getting my phone number- I have no idea where they got my number from. I'm mad at the people who sold it to them. It's wrong that they can now harass you over the phone. When I took the first phone call I didn't want to proceed after confirming my name and then saying who they were and it made it a very difficult 5 minutes

    Send ukps a letter stating your new address. That's all you need to do. (Keep a copy, and take the letter to a post office and get a free proof of posting certificate - keep that also)


    Either don't answer any calls from them or block them

    the DVLA has not sold your phone number , so how did they get it , person at your old address?

    they can only ask the DVLA ONCE for your details , however TNC are a tracing agency as well

    I am suprised UKPC have chosen TNC to chace this?

    Getting my phone number - I know the person living at my old address (family member) and I would be surprised if they would willingly hand my phone number out. I've received letters since moving because they pass all post onto me.

    Would a strong worded letter to Leeds Teaching Hospitals NHS trust work? Is there a template or should I explain the situation and send in my photographic evidence?

    Yes we would recommend that.

    Also in your letter to UKPS that you are sending to tell them your new address, also add a paragraph that expressly forbids them to contact you by telephone or text or email or any such method. Tell them you do not consent for them to store your telephone number which is your personal data, and that they must not store or process that data further, nor share it with any other party, debt collector, etc.

    Tell them if they continue to contact you by any method other than by letter post, you will report them to the Information Commissioner for data misuse when you have made it clear how you can be contacted using your address for service.

    But are not most peoples' telephone numbers "stored" in a directory CM?
    You never know how far you can go until you go too far.

    No. They will never know who the driver was unless you tell them.

    (But they already know you are the registered keeper of the car)

    Only givng them your correct address doesn't do anything other than ensure that you won't end up with a ccj without knowing about it!

    They have up to 6 years to try court action, and you don't want that happening behind your back.

    Your family's advice to ignore is wrong. As above get in touch with the nhs trust
