Write - yes, WRITE! - keep copy - to landlord and new neighbour separate, different, calm & polite letters about the harassment of the removal of hot water, requesting the matter is resolved.

he knew what he was doing and had instructions - the walls between all the properties are thin between the adjoing flats and i overheard conversations between him and the so called plumber who came to fix the alleged blockage yesterday.
i quickly cottoned on to what they where both doing yesterday.
i have already requested my sol to send a letter to the LL0 -
* Is the " landlord/tenant dispute" between you and your landlord? Yes
* what is the neighbour's status? Friend of LL? Also a tenant of the same LL?......?tenant of same LL and not a friend of LL but bizarely has been discussing case with LL son who deals with the maitenance issues for the flats
* Is this a block of flats? Semi-detached houses? What is the plumbing arrangement?heating and hot water is on circuit for all flats
* What is the eviction status? LL has served a S21 Notice? Is it valid? Are you in a fixed term tenancy?he served section 8 and 21
* Or LL served a S8 Notice? What grounds?arrears which have accrued - but claiming HB which is paid in appears every 4 weeks rather than the montly payment which he knew for the very begining of the tenancy was how it was being paid

What arrears? You get paid housing benefit every 4 weeks but paid monthly?
I'm not sure how that could make you end up in arrears. Did you have the housing benefits but not pay the rent?0 -

* neighbour. Seems the LL (or son) has given his other tenant some story. You need to give the neighbour your side. Tenants tend to sympathise with each other against evil LLs!
Neighbour my not fully understan what the stopcock has done.
Additionally, neighbour may not realise his potential involvement in a criminal act (see below).
* harassment. A LL who is commencing eviction proceedings and who also harases the tenant is possibly breaking the criminal law. Two acts (the hot water and the electricity) would constitute harassment in the context of an ongoing eviction.

(a)to give up the occupation of the premises or any part thereof; or
(b)to refrain from exercising any right or pursuing any remedy in respect of the premises or part thereof;
does acts calculated to interfere with the peace or comfort of the residential occupier or members of his household, or persistently withdraws or withholds services reasonably required for the occupation of the premises as a residence, he shall be guilty of an offence.
* eviction. If you are in arrears you are likely to be evicted. You cannot use the excuse that HB is paid 4 weekly - that is not the LL's concern. You owe the full rent each month. But if you get/keep the arrears below 2 months the S8 ground 8 will fail though. However S8 ground 10 could be used, though the judge then has discretion. Which ground is being used?
Is the S21 valid? Are you in a fixed term? Was you deposit registered in time?
* disrepair. I don't understand what you are claiming. Compensation for the damp? How much? On what basis? Or are you enforcing repairs rather than making a claim? If so, what process are you following?0
