You are likely to get a court claim but they are defendable and with CEL, we've always seen them not pay a hearing fee this year, after a person has submitted a forum defence, i.e. the claims were quietly discontinued. So come back if you get a claim form. We can and will assist and advise you on a defence designed to see this off.
DO NOT Pay a three-figure sum to make it go away,. don't worry about a CCJ (this does not just 'happen' with court papers, as long as you defend it doesn't touch your credit rating). Looking at this on Street view there seems to be no ANPR at the entrance to this Car Park only further down the road in the Parking Eye car park.
Can CCTV be used as evidence the same as ANPR could to verify a infingement0 -
Some small firms try (NPE use CCTv and throw unwarranted PCNs at people) but I believe CEL do not use CCTv. You could ask (by email, NEVER phone) CEL for their evidence photos or send them a SAR:
