Pcn from civil enforcement ltd

I received pcn for parking in the town quay in Southampton but I'm only 17 so I got a little intimidated and decided to appeal as there was only the payment option via mobile phone but I never had one at the time so I waited in the car whilst my friend went to collect some tickets from the office so the company were at no loss as I could have moved it. They then rejected my appeal within 3 days of me sending it, I was then advised by a friend just to ignore the letters which I have done up until now as it was handed over to wright Hassall solicitors and I continued to ignore theirs also, however I recieved a letter from them on the 15/11/16 saying a fee of 236 had to be payed within 14 days or they will take me to county court it's now been 30 odd days and I still received no summons but am getting increasingly concerned so do I call the civil enforcement/wright hasall and explain my appeal again or do I just not bother as it may have been forgotten because I've had no court letter? Need advice ASAP as I really don't want to damage my credit but I will struggle to pay it as I'm an apprentice only on 3.20 an hour. Thanks in advance

    when your friend went to collect some tickets from the office , what tickets , a parking permit ticket , or summot else?

    who owns the car park them in the office or somebody else?

    is nt tower queys bylaw land , you tell me?

  • No he was going to collect tickets for a concert and no the car park was opposite the office belonging to a strip club I believe and I have no ideas this is was my first run in

    OK , you parked in a car park not belonging to the buisness you were going to see , you did not pay

    what do you want us all to say?

    you admit you saw the signage , you said you had no mobile phone , you should have left immediately and parked somewhere else

    others might chip in , but can a under 18 be taken to CC and be given a CCJ?

  • CEL have a small car park just before the entrance to the ParkingEye Town Quay car park.

    It's permit only on Monday - Friday and open to the public on Saturday and Sunday (pay by phone).
  • I was clocked by an anpr and received a letter from civil enforcement in town quay harbour house 1 and I was parked there for all of 23 minutes and I waited in the car like I said so there was no way the company were at loss you can even seen me sat in the car from the photos off of the anpr

    The point about a loss or not is irrelevant, as is the fact you were in the car.

    You have broken the t&c of the car park and therefore have to find a reason why the PPC have not complied with POFA. Read the NEWBIES thread at the top of this forum.

    You are dealing with a company whose sole aim is to take money off you. You will now need to swot up in the Law of Contract to avoid paying them.
    You never know how far you can go until you go too far.

    You say the company was not at loss, how can you say that when you know there was a charge it was displayed and you never paid it so that was their loss!

    Follow the advice on here, you have been very naive and made the mistake made by hundreds that sitting in the car is not parking, but it is.

    But one thing you must not be naive about, they have not and will not forget about this.
