Ebay GSP Item not received; tracking shows delivered (no evidence) Help please

Hi,
I purchased a Super Nintendo instruction booklet from Ebay.co.uk, (but item was coming from the USA) on 11th November from a business seller via Ebay's GSP (Global Shipping Programme). The item updated on ebay on the 7th December saying "Delivered".
I haven't got the item so I contacted 13-ten ("delivery service") on the 9th December to see if they could help. After confirming the correct address and that the item has not been delivered, 13-ten said the tracking shows as delivered, but they would contact Yodel.
Yesterday afternoon 13-ten then emailed back to say "The depot advises that the delivery was made correctly. If this remains un-locatable, I advise you to follow the missing parcel process".
I don't think I can start the missing parcel process with Yodel as I don't have a contract with them?
I've then opened a case on ebay which closed very quickly in the sellers favour with a very obvious copy and paste answer.
I then logged into PayPal and tried to open a dispute but the page kept timing out. I then phoned PayPal and they said they would open a dispute. When I find the item in PayPal the dispute shows, but when I click on the dispute and go to the PayPal resolution centre it shows no disputes.
Tonight I phoned Halfix bank where the funds came from and asked them to make a Visa debit chargeback against the payments. After about 10 minutes Halifax said they could not use the Visa chargeback as the payment is a direct debit?
I am out of pocket £23.51. I don't know where to go from here? It doesn't seem fair that this can happen.
