I suspect that will only truly be effective if they agree not to all run against each other in each consistency. Of course with transferable votes they may not really be necessary, but it would be the only way to be certain.

Now it looks like it might all be sorted fairly quickly, since a clause expressly forbidding burning to earn apparently already exists.
