The obvious answer is "about 10%"...

Guilty. Unless you can afford the best Solicitors.
Liverpool is one of the wonders of Britain,
What it may grow to in time, I know not what.

I doubt they would fine at 33mph..
Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..

Do the DVLA still revoke your licence if you don't send it away for endorsement, even though there is no paper counterpart now?
I want to go back to The Olden Days, when every single thing that I can think of was better.....

They would if it got to court, which is vanishingly unlikely.

It is if you need to move your bowels, no sure on a wee though, men can stop and wee, something to do with lorry and taxi drivers.

Although if you stop and wee and the wrong people turn up its Pulblic Urination unless you do it in a bottle and if you get really unlucky and a family stop there is a small chance that you could be done for indecent exposure.

Are you exaggerating the length of time between letters?

    Caught speeding 29/08/16
+ 2months 29/10/16 When you received notification of speeding and responded
+ 2 months 29/12/16 When you recieved a fine and could argue at magistrates
    + 2 months 29(28)/02/17. And thats today?

    Dont BS, it wont help.
I was thinking the same. "A few MONTHS" plus "a few more MONTHS" plus "a couple more MONTHS" equates to over 8 months. Unless the OP is Dr Who I'm not sure how this could all have occurred since August bank holiday 2016.
