Yes you do 'no' ('know' - this isn't facebook) because the letter is in front of you. This was my first question:Is it a NTK or an NTO in the title of the letter?

Notice to Keeper, yep, in the title. OK so two questions about the wording:
- does it say at the start that a PCN 'was served' to the driver? Or that this Notice is being issued based on photographs taken?
- the final paragraph on the front, does it say that after 28/29 days, that the registered keeper will be held liable under the Protection of Freedoms Act 2012, or that after 28 days they will pass it to debt collectors?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Repeating my TWO questions about the wording.
These were 'either/or' questions so can't be answered 'yes, exactly that' so please read the PCN and answer :

j0nesy - the ontributors who are trying to help you know what they are doing. The way you win this is on detail & how the PPC has slipped up. When they ask for a specific answer, then you need to give them the detail they asked for. Just look at how many current threads there are on here and you will see how stretched we are. Your helpers will give up and move on to help others if you don't answer preoperly first time.
Sorry if that sounds harsh, but I am trying to help.
The other point is that as said, the maximum allowed to be charges is £100, except when debt collectors add their costs after the appeal period and you don't take advantage of the appeal.
You should now appeal with your main point being that the charge exceeds tha £100 set in the BPA Code of Practice, as well as any other appeal points you may have been told to include.0 -

If this part king charge remains unpaid after a period of 28 days of this notice and we do not know both name and current address of the driver we will have the right to recover the charge from you as the keeper for he vehicle at this stage we may pass the account to our debt recovery company where further cost may be added0 -
you still have not edited your posts above to remove "who did what"
you really do need to learn to stop blabbing on public forums and to read the questions and to give proper answers so people can help you
I suggest you go back and edit your posts, these could be used against you in a court of law , or do you not think these sc@mmers read internet forums ? ( hint - this isnt a private soundproof room with only you and an advisor inside )0 -

OK so they are pretending that a PCN was served (either placed on the windscreen or handed to the driver). Yet they can't prove that because it didn't happen - there was no such PCN - and they have no photos.

are a BPA member, so follow the advice in the NEWBIES thread and appeal to PCS as they have issued the first letter. Do not write your own appeal and do NOT say who was driving/nothing about the story of what happened.
Use the template BPA members appeal in *blue writing* in the NEWBIES thread.
It is easy for you at this stage. You just want a rejection letter and POPLA code, then you will have much to appeal about as keeper (not driver) especially as the wording of the NTK is not compliant re the 28 day period and is £120 which exceeds the BPA ceiling - not allowed in a NTK, they can't exceed £100 which is all good for you at POPLA stage as long as you do NOT say who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
