Virgin want to run fibre optic cables in our road and want to run these within my land. Can I request they compensate me as I am not a customer, nor intend to use their service.

Yes, of course you can.
There are standard figures for BT (Openreach?) and the electricity suppliers so I would have thought there would be something similar for Virgin0
