O2 int sim charges gone up without warning

My OH has a mobile just for international calls, so she bought the O2 international PAYG SIM in May 2015.
The calls at that time were priced at 6p PM, then a couple of months later she had a text saying they were going up to 9p PM.
However, in the last couple of months, she noticed her balance getting lower, and then found out that O2 had raised the charges to 17p PM without any warning.
Is this a typical way for O2 to act?
