Three mobile account hacked!!

Yesterday my missus called me asking if i had requested a PAC code from Three as she got a text saying one had been requested. Not me and told her to get hold of three to see what was going on.
She spoke to Three saying someone had requested the PAC code after clearing all the security questions. Was assured they would monitor the account and no early termination fees would be charged.
Today she noticed her mobile lost single all of a sudden. Tried caller her mobile from work and it goes to vodafone voicemail setup!! :mad:
Called Vodafone and they say they cant do anything really. Three not really much help apart from saying they will investigate and get back to her in 48 hours.
Her mobile number is important for a number of reasons and had the same one for many years.
Any advise on where to go from here?
