Broadband for text transmission/receipt

Hi people, I am working for a charity called Action on Hearing Loss (formerly RNID) as part of my work I need to help people transition to Next Generation Text Service (NGTS) this is a text service for deaf people using an intermediary to type voice messages for deaf people to read. For this service a standard mobile sugnal will not work so a broadband connection is necessary, hence I need to find a deal for a client who will only need broadband for this service and nothing else. Any ideas gratefully received.

It's not possible in the UK to have broadband without an active landline-which means that you have to pay line rental. You can buy broadband from one supplier and line rental from another, but bundled deals are generally more competitive.
The only exception is Virgin Media cable service, if available in the area in question.

The lady in question has a landline, but no access to any computing equipment and has no desire for such, she currently uses a text phone that is on its last legs and will not be replaced as the system is obsolesent hence the need for the NGTS.0

Broadband needs a data line to transmit the data so its line rental and a broadband package .That may be incorporated as one single price now .BT would be where i would start .BT Basic + broadband .

Surely RNIB has access to the sort of information needed for this service .Do BT not have a department that deals with this sort of stuff .or maybe hearing for the deaf is more advanced on this stuff .0 -
