As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.

OK thank you for that I will post on there.

Really? Have you moved address recently? You should have received NTKs by now.
You won't get any indication of court action as there is no actual court process apart from the issuing of a recovery warrant/charge certificate via the Traffic Enforcement Centre (TEC). HOWEVER, if you havn't received the NTK, then you can apply for the charge certificate to be suspended by contacting the TEC directly.

What were the tickets for... were they justified?

I notified DVLA of my new address in April so I should have received something there by now? Well both were for parking in a street during the residential hours only.

So maximum 3 months to appeal a PCN?

With respect, there is no need to patronise me.

An NTK from a private company carries the same weight as a reminder from a debt collector. It's purely a civil debt until it reaches a county court where the resspondent still has an opportunity of defending the 'claim'.

A local authority NTK on the otherhand, there is no county court process/hearing involved apart from it being passed onto the Traffic Enforcement Centre at Northampton which, by that stage, is more difficult to defend.
Not patronising you at all. You underestimate what a ntk is from a ppc

Why do you say an ntk is just a reminder/ debt collectors correspondence?

A wrongly worded or late ntk from a ppc is equivalent to a get out of jail card.

Whereas anything from a debt collector is just useful for the rabbits hutch.

Oh no! You moved house just after/at the time of getting PCNs. Eeek!

Are you not even getting letters forwarded by the Post Office? You are likely to get traced by bailiffs soon; I am sorry to say this but this was a huge 'dropping of the ball' on your part and this will be very hard to handle.

You will have to get hold of your post from the old address URGENTLY and see what stage you are at. You should have had a NTO, then a Charge Certificate, then and Order for Recovery. All of which sound like they went to your old address. Oh dear.

When you say you notified the DVLA of your new address, you mean you updated the V5 (not just your driving licence)?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Because that's what it is when it's 'issued' by a private company. You know as well as I do (or should do) that ultimately a private company can only litigate via the civil court process. That is the only legal avenue available to them.

OP> Follow Coupon Mad's advice and see if you can obtain any post that has gone to your old address. If you believe you have an avenue of appeal of the original PCNs, then you should contact the TEC and explain your situation regarding the change of address and try and get the process 're-wound' to the NTK (or NTO) stage.

The other alternative is to just pay the PCNs and see what happens.
