Found an old fine - can I still appeal?

Hi everyone, I was recommended this forum from a friend, I'll get right to it.
I found two old fines hidden away between some old papers - one dated 13/3/2016 and the other 18/5/2016. Both are PCNs. Is it too late to appeal these? If not what steps do I follow?
Thank you all for your help!

Are these private parking charges from a private company (which one) or penalty charges from a council? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Private or council ones?
I suspect the former as you would of received NTK's (Notice To Keeper) by now. Private ones are known as 'speculative invoices' and rely on contractual law.PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0 -
Both fines are from a council unfortunately. So there's nothing I can do except wait for another letter stating court action?
Also for future reference how long do you have to appeal a PCN? 3 months?0 -
As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print. Please note, we are not a legal advice forum. Really? Have you moved address recently? You should have received NTKs by now.
You won't get any indication of court action as there is no actual court process apart from the issuing of a recovery warrant/charge certificate via the Traffic Enforcement Centre (TEC). HOWEVER, if you havn't received the NTK, then you can apply for the charge certificate to be suspended by contacting the TEC directly.
What were the tickets for... were they justified?PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0 -
Private parking companies do send ntks, it's not just council tickets!
Yes I know. But council ones are the real deal where as private ones are basically reminders.PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0 -
No.
Read up in the newbies FAQ thread on the significance of the ntk (and POFA while you are there)
With respect, there is no need to patronise me.
An NTK from a private company carries the same weight as a reminder from a debt collector. It's purely a civil debt until it reaches a county court where the resspondent still has an opportunity of defending the 'claim'.
A local authority NTK on the otherhand, there is no county court process/hearing involved apart from it being passed onto the Traffic Enforcement Centre at Northampton which, by that stage, is more difficult to defend.PLEASE NOTEMy advice should be used as guidance only.
