Ending Virgin Media contract

We signed up to VM in September for TV, phone & BB. Installation was in October. We found out when the engineer turned up that they couldn't install the phone line and couldn't tell me when they'd be doing it. We had already paid for 12 months' line rental at this point as we weren't told there was an issue with the phone line.

Since then we've had just TV and BB and I have already raised a complaint about their inability to charge us for this properly and the utterly rubbish TIVO box which works at the speed of snail. We're also still paying PlusNet (our current phone provider) for phone and BB as Virgin hasn't told them we're cancelling yet.

Now I've found out that the phone line is being installed this Saturday because we have received notification from PlusNet that our phone line service is ending together with a note of the charges we're incurring as we're still in contract. I've queried this with PlusNet and it turns out that we're in a 24 month contract not 18 month like I thought.

Had the phone line been installed when it was supposed to be we would have found this out within 14 days of ordering. I'm completely fed up with VM already and have a list of new complaints to add to the last ones.

So on the basis that I'm still yet to get the full services that we signed up for, can we cancel VM as our 14 day cooling off period hasn't started until the phone line is installed?
