ParkingEye PCN at Hospital (disabled badge holder)

Hi everyone, I've been reading the bazzillions of threads about PCN's and I think I've confused myself, so just need a little help please!

I received a PCN from ParkingEye from Macclesfield Hospital in Cheshire. The PCN I recieved is the one with the "29 days PoFA 2012" thingy. The exact letter is here...

I am a care worker and was working at the time I got the PCN (and have never been to the hospital before or since). The reason I was there was to take a disabled young man to visit his disabled girlfriend at the hospital. We of course had his blue disabled badge which made me exempt from paying. Unbeknownst to me though, if you are a blue badge holder then you have to report to the Main Reception with the blue badge to give them your vehicle reg. I didn't know this and have only subsequently found this out from doing a search on their website - I didn't see any signage that said I had to do this.

Obviously I want to appeal the ticket and would like some advice please of which templates to use etc. I have been reading the "newbies" thread for the past three hours and have about 10 different tabs open up to read but I'm confusing myself with which templates to use and what to do!

I know I'm supposed to appeal to ParkingEye (which will get rejected) in order to get the POPLA code. I am also going to ring the hospital tomorrow to explain the situation and hopefully get an address to send them a letter too, complaining.


Any help from you knowledgeable ones will be very much appreciated as this is a genuine story and not just me being stupid and parking in the wrong place or going over my time!

  • Thanks Quentin. Is it worth writing in there about the fact I was displaying a disabled badge?
    Or is it pointless?

    The fact that the occupants of the car included a disabled person 'and here is a scan of their blue badge'. Yes.

    The NEWBIES thread tells you that anyway, I tell people to add any receipt or blue badge to the template, being careful not to say 'I'.

    add a note that an occupant of the vehicle displayed a valid blue badge and a copy of the badge is enclosed

    and complain LOUDLY to PALS and get it cancelled

    that hospital is notorious , read ivor pecheques posts about it

    Thank you, I've added that exact line.
    Think I may have missed something (or not got to it yet!)... but what is PALS....? Sorry, I'm still reading everything I can!

    for future reference read up on the blue badge scheme as you misunderstand it if you think it provides free parking everywhere you go

    Is the signage clear about the correct procedure you should have followed? If not, then that is a killer point.

    It certainly wasn't on the machines in the car parking. Whether it's on the main signage at the front, I can't answer, as with about 10 cars behind me I obviously didn't stop to read the fine print.
    If it wasn't so far away from me, I'd drive down to double check. But it was a one-off visit.
