To recap, send the blue BPA template from the NEWBIES thread.
Complain to PALS.
Complain to your MP.
Read up on the Blue Badge scheme, especially the bit that tells you it doesn't apply to private land.
Start looking at recent successful PoPLA appeals from the POPLA Decisions sticky thread, and the template appeal points in the NEWBIES thread.
Search the parking forum for the hospital in question as someone may already have posted pictures of signage. Specifically search for PoPLA and signs/signage at the hospital as well to narrow your search.
Read up on the relevant parts of the POFA 2012 and compare them with your NTK to see where the scammers have failed.
When the time comes, show your PoPLA draft appeal here for checking. You should have a minimum of four appeal points.

Given the circumstance, I would guess that PE would not want this to get in front of a judge, (or in the Daily Mail), so read up on the "protected characteristics" and the "reasonable adjustments" which should be accorded to the disabled under The Equality Act 2010 hand appeal again to PE, quoting the act.
I suspect that the system they use is similar to that in the Royal Berkshire. you take a ticket at the entrance, take it to reception who endorse it, ans you can exit without payment.

No it's not. You just park up and grab a ticket from the machine. Nothing on the way in or out....0 -
Just to give everyone an update, the ticket has been cancelled.
All it took was a phone call to the hospitals PALS department, who transferred me through to the facilities department.
Faith in humanity restored!

The appeal date ends this Sunday. The chap on the phone from the hospital said I'd recieve a letter from Parking Eye within 2 weeks.
What do you suggest I do? Write a letter to them saying the hospital have cancelled it??0 -

Send the blue appeal as originally planned, but tag onto the end that you have been informed by Mr/Mrs/Ms. XYZ at the hospitals PALS dept. that they have instructed PE to cancel the ticket, and that you are requesting confirmation that this is the case.0 -
