Parking Eye PCN for Adelphi parking

Hi my daughter being the registered keeper has just received a PCN but this time from Parking Eye for overstaying an hour at the Adelphi car park in Liverpool. Seems the driver of her car didnt learn from the past lesson, well they wouldnt as I did all the work for them last time.
The PCN is for £100 or £60 if paid within 14 days IIRC. I was going to leave this to the driver to sort out but they have the idea in their head to just ignore it which I know that isnt what you do now especially with PI as they can and will go to Small Claims Court.
Now I am in two minds to tell the driver to pay the £60 and move on as I know they will ignore every letter and possibly even ignore the court papers if it gets that far or just try and appeal it.
Here is the appeal. The driver is a reservist in the Army and was in the Liverpool remembrance service on the 13th Nov so was in full Army uniform. After the service the driver moved the car to the Adelphi to meet back up with the drivers Army unit in the city center. The driver paid for four hours not expecting to be away for that long. Nearer the time to go back to the car the driver (in army uniform) wanted to go and get the car but as it was now late and dark and only recently a female was raped very near to where the car was parked. The driver basically didnt feel comfortable walking back to the car in the dark and in full army uniform on their own so asked for a chaperone but there wasnt anyone ready to leave just yet. In the end the driver waited for a bit longer but by time they got back to the car it was over an hour past the deadline to move the car from the car park resulting in a PCN.
Would you think the above would be mitigating circumstances?
I have checked over the PCN everything seems to be in order. thanks for any replies

I dont think I have ever seen a PPC cancel a ticket due to "mitigating circumstances" , landholders yes , PPC,s no
if the KEEPER wishes to appeal it online on the PE website then the NEWBIES sticky thread explains how , with the blue text template
if the pcn arrived within 14 days its likely to be in order

Is the PE letter one which mentions the 29 days/keeper liability under the POFA? Late ones do not and are a slam-dunk win for a keeper appellant at POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

From what I know of Britannia Hotels who own The Adelphi you don't stand a chance, their only interest is making money for their millionaire owner.
They have been voted the worst hotel chain in the country for the past four years, and don't really care, but good luck.0 -
First see how they respond to your letter, however you should also be preparing your popla challenge as outlined in the newbies thread.
However you could also keep a log of the time you are spending on this and then tell the hotel that you will be billing them for the time/expenses you are spending on this as a result of their agents actions.
From what i understand, yours is not the first case reported on here, at the same hotel, same location and probably same circumstances.
If so ten this can be used as ammunition against the hotelFrom the Plain Language Commission:

Well as expected they threw out the appeal with a probably standard rejection letter.
We are writing to advise you that your recent appeal has been unsuccessful and that you have now reached the end of our internal appeals procedure. Our records show that
insufficient time was paid for on the date of the parking event.
However, as a gesture of goodwill, we have extended the discount period for a further 14 days from the date of this correspondence.
Please be advised:
There is an independent appeals service (POPLA) blah blah
Also emailed the Adelphi but didn't get a reply only acknowledgement. Off to read the POPLA page on here0
