I left my flat with all my belongings that I wished to put into my car.

The warden sees this but says nothing, so I approach him. And said something like "What are you doing, why are you giving me a ticket, im here to load my car"


He said (all with a strict tone) he'd been there for 5 mins, nobody has come.


I argued again, "but Im here to load my car, you can see this is my house ive just come out of, I have all my stuff ready to load, ive been gathering it at the top of the stairs to do it quickly (its dark and cold in November remember). Cant you cancel it?"


"No, it is too late, it is already done."


At this point I did something i wish i hadnt because I dont know i it may have any impact on an appeal. In a moment of red-bloodedness I jumped in my car and drove it away. I saw that he was still fiddling with his handheld device when we came out. I thought maybe as he hadnt finished issuing the ticket, maybe he hadnt got around to taking photos yet (ive observed wardens issue tickets in my area before and generally the photos are taken last). So maybe if he didnt relay this, I could get off the ticket. So this may or may not impact an appeal, if the warden relays this information. (After driving and parking my car elsewhere I spotted that I had the penalty notice stuck to my windscreen)


So I dont know categorically how long the Traffic warden was aware of my car being in the loading bay, like he said he'd been there 5 minutes. But on the issued ticket it states;


25- Parked in a loading place during ristricted hours without loading


first observed 20:21 to 20:31


Are there any guidelines to what is deemed resonable time to display loading? How long is one given to complete a loading activity? Is it resonable to intend to load, but take a long time to do it? What if I had been struggling with a large item down my stairs (my bedroom is on the 3rd floor)?


This happened last night in Bristol. Im thinking of claming an intention to load, and give evidence of my resident permit, stating something like "If my intention was simply to park, I would have used my resident permit. I used the loading bay to reduce the distance I would need to travel to load my car"


I also moved my car back to the very same spot at 21:03, and filmed a short video, showing my car open, with a load of stuff, and then walked through my flat, up the stairs, showing how it has many stairs, and that there was stuff all over the landing area ready to take down. (I dont know if i'll be able to submit video evidence)


What do you guys think? How would you word the letter?


If I was able to talk with the warden whilst he was still finishing up the ticket, surely the time he would have stood around doing so couldnt be more than a resonable loading time? (He's not going to stand by my car for 20 mins)

    My advice is to write a grovelling letter of appeal and hope for the best. Alternatively post images of the signage or give us the exact location so we can check Street View to see if the bay/signage is compliant.

    Just appeal and hope they cancel due to any notes he should have made in his pocketbook, about seeing you loading. You are allowed more then 5 minutes...if loading...

    Since when?? The title of the forum says parking tickets, nothing about private tickets only.
    Be Alert..........Britain needs lerts.

    Because the title says that people do come with proper tickets, but this forum does major on advice on private parking tickets.


    If you have a proper one, you will get best advice taking it to pepipoo!

    There are also members on here who are very knowledgeable about 'proper' council penalty charges as well such as Coupon Mad. The forum is not specifically just for speculative parking invoices.

    Hopefully you not including yourself.....Here is an example of you giving advice (pay up asap) to someone with a council penalty, after they had been similarly advised to take it to the pepipoo experts.

    Maybe then their should be a sub board for council tickets because for coupon-mad as an example, her time is devoted to helping those
    with private parking tickets and that is why they are asked to go to peppipoo as they have that.

    Maybe you could ask MSE if that would be possible

    You are correct, of course. But the OP wasn't being advised to push off, but given the correct advice that, in addition to this forum, the other site has significantly more threads and specialist experts on council tickets.

    The object of these forum is to help people in the best way and the breadth of experienced contributors (not the depth) in council ticketing is undisputedly on pepipoo.
