Peel centre, stockport - Parking Charge recieved.

Good morning!

I have had a read through of the very helpful "Newbies! Need help with a private parking ticket? Read this before posting!!' thread and note I need to open my own thread for advice?

My friend and I took a trip to a local Toys r Us for a browse before Christmas rush & on to brief stop at nearby Costa - the total time of this trip was 56 minutes I believe (Do not have letter on me to confirm).

Two weeks later I received a letter from Excel Parking services saying I used one of their car parks (Peel Centre, stockport) and didn't pay for a ticket - I was so confused I had to google what/where Peel centre was because I had no idea. I then recalled the trip mentioned above so this is clearly when this incident has occurred. . The letter asked for £60 in 14 days or this would increase to £100.

When mentioning this to my friend on this trip she shared my absolute shock as neither of us has seen a Pay & Display machine, nor any signage to indicate that we needed to pay

After googling some advice at first and the overwhelming advice has been to completely ignore the letter. So that is what I have done. The letter was issued on the 25th of October - as I understand I would have 30 days to register an appeal I am getting a little anxious to know if Im doing the right thing? Should I continue to ignore and not acknowledge this Parking charge? or should I complain to Toys R us?.. or appeal?.. I'm so confused. :eek:

Any help greatly appreciated.

    Check the NtK for the time available for appeal. Excel are IPC AOS operators and, generally speaking, provide only 21 days to appeal. '30 days' rings no bells.

    Proceed as per the NEWBIES sticky advice for an IPC operator if you have time for an initial appeal. If you've missed the deadline, not much else left but to ignore and handle whatever comes your way over the next six years.

    Totally ignoring a parking charge has not been forum advice for over 4 years. Not sure where you read your 'overwhelming advice' to ignore?
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Thanks for the response Umkomaas.

    I'm currently reading the Newbies thread again in full - Looking over the templates given there.

    When I googled appeals before I think people were talking about a 30 day window in general terms and I have taken this as a given.. So thats mistake number 1.

    I also looked into this shopping centre and it is apparently prolific for having hidden signs - which is why people advised to ignore - Mistake number 2?

    I'll send an appeal email tonight and hope for the best.

    expect their worst, expect EXCEL to reject your appeal and hassle and a possible court case within 6 years

    there was a thread on here just the other day which listed half a dozen court cases at Stockport court which I suspect were almost all about the notorious PEEL CENTRE and probably similar to yours

    its been on tv and in the papers for 6 years or more, plus it appears regularly on parking pranksters blogsite and also on this forum and pepipoo forum as well, pranksters mailbag has more letters about this site than any other , with JLA a close second (the ppc there is the sister company called VCS) , and maybe RHA third, another VCS controlled area

    google MARTIN CUTTS and PEEL CENTRE to see how far this goes back

    put PEEL CENTRE STOCKPORT into the search box here to see hundreds of threads about it over the last 6 years , I have participated in many of them warning others about the dangers of this notorious car park

    plus I never park there and refuse to shop there due to the above

    its a honeytrap for the unwary ,like you and BW LEGAL and EXCEL are having a field day at the moment issuing LBC and MCOLS galore to similar people trapped by this confusing car park and signage (there are some signs around the car park and also at the entrance/exit too) prankster showed a map showing them not so long ago

    so EXCEL will reject your appeal out of hand , you did not pay on a pay and display car park , hence the pcn and NTK

    you need to learn all this quite quickly and prepare the reply letters and possibly glean info for a court case too , so do some proper research this time as forewarned is forearmed

    PEEL HOLDINGS own the site and car park so although you can try a complaint to them (or to the retailers onsite) it rarely works as the retailers dont own the land and PEEL could not care less , same as they dont for all the other sites they own like JLA and SPEKE BUSINESS PARK etc

    I think I'll go ahead and pay the £100 and chalk it up as a lesson learned?

    Why not give them a run for their money, you have a very good chance of winning. They have lots of hoops to jump through, and if they fail just one, they are out of the race.

    Think of it as an intellectual exercise, the consumer against the con man.

    You cannot be serious ????? All you are going to do is line the pockets of scammers ? DO YOU LIKE SCAMMERS

    It takes all sorts ... just think what you could do with £100 and you are about to give it to scammers ?

    You're not alone - it's quite convenient for us, and yet we only go if I need Hobbycraft as we can find all the other shops elsewhere round this side of Manchester with free parking.

    I can assure you, beamerguy that I cannot afford 100 pounds right now - infact I'm not even sure how I'm going to be able to pay all of my bills next month.. So please don't judge.

    The general tone of Redx post was that I dont really stand a chance at an appeal?.. I'm also not sure I can handle the hounding/court case looming over me.

    I'm in a bit of a pickle guys.

    Nobody is judging you, we do not want you to fall foul of scammers.

    Redx was just telling you as it is with these scammers.

    No reason why you cannot win. The experts here will help you as long as they know you will not give up

    Why do people PAY to park in the peel centre and to use their shops? Go anywhere else and you dont pay for the priviledge of using their shops. In any other country they would laugh at the proposterous idea.

    Believe me if no one shopped at the peel centre, they would soon make it a free car park.

    My best advice to anyone is ont shop at the peel centre. Go somewhere else.

    They dont charge at the trafford centre and many other places? Why not? because they welcome and value your custom and dont treat you like a rubbing rag.

    By the way, you can park at big tesco free for upto 3 hours. It was part of the planning consent when the store was built.
    Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..
