Useful thread with lots of photos and a POPLA appeal which won, so if you need a defence then some of that wording is useful.
And a newspaper article showing that local Councillors are aware of the issue since 2011 due to the number of complaints:

The current BPA CoP (Version 6, Oct 2015) has two grace periods. The first grace period is 'reasonable time' to drive in, find a space, park up and read the signs then buy a ticket, which one can reasonably assume is 'at least 10 minutes' because the second grace period, to merely drive out, is 'at least 10 minutes'.
When you get a response from PE and the BPA, show them the above article and ask why ParkingEye have not sorted out this issue for FIVE YEARS. And tell PE (enforcement team, by email) that if they try a small claim you will use that newspaper article as one of your exhibits for the hearing. Say exactly that and attach it and demand again to know why they are breaching the Grace Periods rules at that location. Is it that it doesn't pay enough compared to their other car park cash cows so they are ignoring the BPA CoP in order to make the site financially worth their while, and hope no consumer victim realises?
Remember, at LBCCC stage it IS very possible (very often indeed) to force PE to back down with a robust series of responses.
Don't let them have the last word; don't leave any email unreplied to with another forceful retort.

This is a campaign of asking people to keep sending Theresa May actual hard copies of the trash they've been deluged with. Let her advisers' desks overflow with annoying paperwork re PPCs.
No emails, all letters from genuine people pouring their hearts out. Write to your MP as well as Mrs May:

The more the better, write it yourself if you are able and enclose copies of the threatograms and rubbish thrown at you.
Do not do this by email - make your paperwork land with a thump on desks, just like it all landed in a very unwelcome way on your doormat.
Apparently the DCLG are looking to make an announcement before the year end so let's make MP's and Mrs May aware that action needs to be strong. You can be sure that the BPA and IPC suits are lobbying Parliament and meeting their friends in suits.
So let the consumers' voices be heard.
